In PvE Hero Challenges (HPs) are earned and collectively pooled per each character on your account. HPs are not to be confused with Mastery Points (or Mastery Insights), which are account-bound. Unspent HPs are used to train your character in an elite profession - you need a total of 250 unspent HPs to completely unlock an elite.
Levelling routine : I usually try to get every hero point on every zone, from low level zones to higher level zones, depending on my character level. Doing some hearts or events when I come by some, gathering wood, plants or metal when I have gathering tools and walk past some nodes.
Some of these do require certain masteries like Ley-Line gliding for one in Dragon Stand. The thread also recommends some of the easier fight related Hero points which can easily be soloed.
